I'd never heard the phrase before I was forwarded the story about the old rancher who calls (variously, depending who is sending the email) McCain, Bush, Palin or Obama a Post Turtle...
The old rancher said, "When you're driving down a country road you come across a fence post with a turtle balanced on top, that's a 'Post Turtle'."and what if we put lipstick on the turtle? is it still a pig?
The old rancher saw the puzzled look on the doctor's face so he continued to explain. "You know she didn't get up there by herself, she don't belong up there, and she don't know what to do while she's up there, and you just wonder what kind of dummy put her up there to begin with."

Well, as you know, that turtle can also be called a maverick.
I think we must applaud the turtle- unlike it's analog in this metaphor, it hasn't pulled up into its shell and is surely available for a presser.
No pity for the post turtle!
Someone asked her: "would you like to be on this post?"
She winked and said "you betcha."
